Brion also said the labor department is moving
towards voluntary arbitration by fielding its own
officers to beef up arbitration services now provided
by the private sector..

Voluntary arbitration will  be free of charge, in
contrast with the prevailing system, which charges a
fees from litigants.

Brion said.

Other government agencies and private firms will
provide opportunities for business counseling,
mentoring, and training to workers who may opt to
engage in business enterprises, he said.
